What do you think of parents who bring their baby to a store (Wal-Mart) wearing nothing but a diaper?

I saw this today, the kid was probably about a year old. I know Texas is hot right now, but the store has a refrigeration system and is actually pretty cold...I've also seen little kids about 3 yrs old or so wearing just a t-shirt and underwear in the store. Would you ever do that with your child?
