Who will get custody?

My mom is fighting for custody of my cousin. Her mother was seriously injured in a car accident and will be forever unable to take care of her. The baby is currently living with her uncle but DCF will not tell us where. My uncle is the father of the baby but has a mental disablities so cannnot care for her properly. My mom is fighting for custody because she believes the baby should be close to her father if she is unable to be with her mother. The man who has temporary custody is not fighting for custody. He just took her because she needed somewhere to go. What are the chances that my mom will receive custody of this baby?
