Catholic Church is advising people to pray to Raphael instead of God?

It is warped to ask another Christian to pray for you?? The saints in heaven are other living Christians. Why it is that you ask other earthly sinners to pray for you but once they enter heaven you no longer believe you can ask those same people to pray for you? Do we forget how to pray once we enter heaven? Also please note that the origin of this silly little thing is one local office of one local diocese, not "the Catholic Church".
