Safey codes for stores?

A local store uses cinder blocks stacked two or three high, then a big piece of plywood, more cinder blocks, plywood, etc. as display shelves. I just can't believe this would p a safety code inspection. One of the cinder blocks could actually kill an infant in a baby carriage if it got knocked over. Does anyone know anything about safety codes for stores?
