What is the direct corolation of R-value to sound dampening?

Owens Corning Insulating R-19 compared to R-13 would reduce/absorb x% of sound. Typically sound absorption is rated as a coefficient with 1.0 being 100% and .5 being a 50% reduction. What value would R-19 or R-13 provide in reducing sound?
